Objectives
- PUL-6919 - Modified Lockout for Legacy/Boot instance simultaneously
- I changed the query to not look at date. To be honest, we never use/update the date. What matters is really is the lockout enabled.
- This now allows Legacy to continue to look at the max date while spring boot will look for a new row in the DB. So Boot will not lock users out when we lock legacy users out for conversion to Boot.
